Mission

The mission of the National Apartment Council (NAC) is to be the voice of Canadian private apartment developers, and create advocacy for one of the country’s most important industries.

Who We Are

NAC provides a national platform for private apartment developers to inform federal policy, contribute expert insight, and advance solutions that support the delivery of new rental housing across Canada.

What We Do

Advocacy & Federal Engagement: We aim to engage federal policymakers to reduce barriers, align incentives, and support new apartment development. Informing policy is a key goal as NAC builds its presence.

Research & Policy Analysis: We publish research and analysis that highlights challenges, costs, and solutions related to apartment supply and demand.

Member Committees: Our working groups and advisory committees help shape NAC’s advocacy agenda and industry knowledge.

Communications & Influence: NAC provides the tools, language, and access for members to influence national debate on housing policy.

Through advocacy and policy reform, NAC works to streamline development processes and reduce costs—making it easier to build and supply the rental housing Canadians need.

Vision: To be a credible and impactful association that strengthens Canada’s apartment industry and expands access to appropriate, affordable housing for Canadians.

Derek Lobo

President & Chair

Derek is a recognized leader and advisor in Canada’s apartment and rental housing sectors. As CEO of Rock Advisors Inc., Derek has decades of experience helping developers navigate financing, marketing, and purpose-built rental development. He is a prolific speaker, author, and advocate for smarter rental policy and investment. Derek brings visionary leadership to NAC with deep ties across the industry.

George Glover

Executive Director

George is an accomplished nonprofit leader with over 40 years of experience in growth strategy and organizational leadership. He has advised national nonprofits on governance and has managed commercial real estate acquisitions through his role at GMF Partners. George brings deep strategic insight to NAC and understands the unique challenges facing both developers and nonprofit leaders alike.

Darryl McCullough

Senior Advisor

Darryl is an experienced executive and strategic advisor in the real estate sector, with a background in organizational leadership, governance, and business transformation. He has worked with public and private firms to drive growth, innovation, and impact. Darryl is a socially conscious leader who has spent time helping those in need and facing disadvantages. This, combined with his deep knowledge of the apartment industry, has made him a critical advisor to many. Darryl serves as a senior advisor to NAC and also works with clients through Rock Advisors to support long-term strategy and development.

Allan Drewlo

Advisor

Allan Drewlo is a respected leader in Canada’s rental housing sector with decades of experience in development, construction, and property management. As President of Drewlo Holdings, he leads one of Southwestern Ontario’s top family-owned firms, known for building and managing high-quality apartment communities. Allan began his career in 1984 with Drewco Development and later served as Vice President at The Ironstone Building Company. A graduate of the Ivey Business School at Western University, he brings a long-term, values-driven approach to the industry. As an advisor to NAC, Allan contributes deep operational insight to support pro-development housing policy.

Jay Patry

Advisor

Jay Patry is a dynamic developer and entrepreneur with a strong track record in large-scale residential and mixed-use projects. As President of Patry Group, Jay leads a vertically integrated firm known for innovation in construction, property management, and real estate investment. Based in Kingston, Ontario, his portfolio includes purpose-built rental housing, student accommodation, and commercial developments across the province. Jay brings a results-driven mindset and deep industry insight to NAC, helping advance policies that support modern, sustainable rental supply.
